You are right about the title. The one, who translated the Latvian book into English (asuming the Latvian book is original, and the English is a translation) ignored the macrons. And I forgot to double check that on the Latvian website. (The English version on the website also ignores the macrons, perhaps it is normal to ignore macrons of Latvian names or titles in other languages, I don't know.)
